Index Value Plots are used to compare data to a preset, or historical data, and analyze trends. In this plot, The United States streamflow is being compared to years past. The line in the center of this plot is the 'normal' streamflow. A 7 is considered 'wet', and a '1' is considered dry. The data fluctuates from 1999 to 2013 and we are able to see how it changes each year. Some years are much lower than others- 2011, and some are much higher than others- 2005. Overall, it stays close to the 'normal' line, and there are not any outliers.
